Board of Supervisors Non-Profit Grant Program
The Pinal County Board of Supervisors supports the efforts of all nonprofits throughout Pinal County. Support is provided through partnerships, advocacy, financial resources, and support as a financial pass thru agency.

Community Development Block Grant Program (CDBG)
The Community Development Block Grant (CDBG) Program provides annual grants on a formula basis to states, cities, and counties to develop viable communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

Emergency Solutions Grant Program (ESG)
The ESG program addresses the needs of people experiencing homelessness in an emergency or transitional shelter. The program assists people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.

Home Investment Partnership Program (HOME)
The HOME Program was created to expand the supply of affordable housing.

Owner-Occupied Housing Rehabilitation Program
The purpose of the Pinal County Owner Occupied Housing Rehabilitation (OOHR) Program is to assist low-income homeowners with the repair, rehabilitation or reconstruction of housing in which they reside.

Proposition 202 Tribal Gaming Program
In November 2002, the voters of Arizona approved Proposition 202 which initiated new gaming compacts between the State of Arizona and the Native American communities.

U.S. Department of Housing & Urban Development
In 2019, Pinal County was designated an urban county under the U.S. Department of Housing and Urban Development Entitlement Program. Under this program, Pinal County is allocated funding under the CDBG, HOME, and ESG programs.
CONSOLIDATED PLAN COMMUNITY SURVEY
Pinal County receives Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development. The county is required to submit a five-year Consolidated Plan to outline various aspects of the program. Forecasting projects and the use of funds is a crucial component of the plan. Citizen outreach and participation in the planning are critical to ensure community needs are met.

- Public and human services
- Assistance to persons experiencing or at risk of homelessness

Coronavirus State & Local Fiscal Recovery Funds (SLFRF)
Pinal County was notified in May 2021 of an allocation of State and Local Fiscal Recovery Funds (SLFRF) under the American Rescue Plan Act (ARPA) in the amount of $89,891,338. Pinal County submitted the required certifications on May 13, 2021 and received the Board of Supervisors' approval to accept the award on May 26, 2021. Pinal County has reviewed the Final Rule dated January 6, 2022 and the supporting guidance found at the U.S. Treasury website to ensure program compliance. When determining the use of the funds, Pinal County has taken into consideration the program guidance, allowable activities, and public health and welfare. Pinal County is required to complete an Annual Performance Report which outlines the use of the funds. This document is available for public view and comments: Performance Report (PDF).
