Fugitive dust is made up of fine particles. When inhaled, fine particles can accumulate in the respiratory system causing various respiratory problems including persistent coughs, wheezing and physical discomfort.
The rulemaking process is designed to ensure that the public is informed of proposed rules before they take effect; that the public can comment on the proposed rules and provide additional information; that the public can access the rulemaking record and analyze the data and analysis behind a proposed rule; that the agency responds to the public’s comments; and that the agency creates a permanent record.
