Scott DiBiase was named Interim Director of Air Quality in November 2022, having been promoted to Deputy Director in early 2022.
Scott joined Pinal County in 2004, having worked in the Air Quality Field since 1993 for the Maricopa Association of Governments (MAG) and the Connecticut Department of Environmental Protection.
Scott was Planning Manager before becoming Deputy Director, where he managed the Mandatory Travel Reduction, Planning, and Rulemaking Programs. Additionally, Scott has developed new programs within the Department over the years, including the Emissions Inventory and Air Quality Forecasting. Scott is a University of Arizona graduate with a Bachelor of Science in Atmospheric Sciences.
